Gender-sensitiverecoverystrategieswillbecriticalinmakingupgroundlostduring2020.Leadershaveanunprecedentedopportunitytobuildmoreresilientandgender-equaleconomiesbyinvestingininclusiveworkplaces,creatingmoreequitablecaresystems,advancingwomen’srisetoleadershippositions,applyingagenderlenstoreskillingandredeploymentandembeddinggenderparityintothefutureofwork. KeyFindings Globally,theaveragedistancecompletedtoparityisat68%,astepbackcomparedto2020(-0.6percentagepoints).Onthecurrenttrajectory,itwillnowtake135.6yearstoclosethegendergapworldwide.WhileEastAsiaandthePacificregion(at68.9%)isamongthe“mostimproved,”atthecurrentpace,gendergapscanpotentiallybeclosedin165.1years,almost30yearslongerthantheglobalaverage. Countryperformancesvaryconsiderablybyrateofprogress.InEastAsiaandthePacific,thePhilippinesstayedin2ndplaceintheregionbutdroppedto17thplace(-1)globally.LaoPDR,still3rdintheregion,climbedto36thplace(+7)globally.Australiaremained4thintheregionbutslidto50thplace(-6)intheglobalrankings.Singaporestayedat5thplaceregionallyand54thplaceglobally;likewise,Vietnamwasstaticat9thplaceregionallyand87thglobally.Myanmarroseto14thplace(+2)regionallyand109thplace(+5)globally.Conversely,Indonesiafellto10thplace(-2)regionallyand101stplace(-16)globally.AmongtheotherASEANcountries,Thailandranked79thplace(-4),Cambodia103rdplace(-14),andBrunei111thplace(-16)globally. ThegendergapinPoliticalEmpowermentremainsthelargestofthefourgapstracked,worldwide.EastAsiaandthePacifichasregressedonPoliticalEmpowerment,evenasitnarrowedgendergapsontheothersubindexes.Todate,only13.5%oftheregionalgaphasbeenclosed.Notably,Indonesiaexperiencedadeclineintheshareofwomeninministerialpositionsto17.1%from23.5%. ThegendergapinEconomicParticipationandOpportunityremainsthesecond-largestgaptrackedbytheindex.Regionalscoresresultedin69.6%ofthegapclosed(+3percentagepoints).Ninecountriesclosedgapsbyonepercentagepointormore,includingMyanmar(+2.7percentagepoints).However,sixcountriesregisteredwideninggaps(+2percentagepointsormore).Notably,Indonesiasawadeclineintheshareofwomeninseniorroles,whichhalvedto29.8%from54.9%injustoneyear. WhiletheglobalgapsforEducationalAttainmentandHealthandSurvivalarenearlyclosed,therearedisparateoutcomes.FourcountriesinEastAsiaandthePacifichaveachievedatleast99.5%genderparityineducation,ledbyAustraliaandNewZealand.Yet,inMyanmar,theliteracyrateamongwomenisonly71.9%.ThetimetoclosetheHealthandSurvivalgapalsoremainsundefined:EastAsiaandthePacifichasnarrowedthisgapby94.9%,but“therehasbeenvirtuallynoprogressmadeinclosingthegapinthelast15years.” AnalysisoftheimpactoftheCOVID-19pandemicshowsthereisamoreseveredestructionofoverallrolesinindustrieswithhigherparticipationofwomen,suchastheConsumersector,Non-profits,andMediaandCommunication.Alonger“double-shift”ofpaidandunpaidworkinacontextofschoolclosuresandlimitedavailabilityofcareserviceshavealsocontributedtoanoverallincreaseofstress,anxietyaroundjobinsecurityanddifficultyinmaintainingwork-lifebalanceamongwomenwithchildren. Topavethewayforamoregender-equalfutureofwork,thereportrecommends: (1)furtherinvestmentsintothecaresectorandintoequitableaccesstocareleaveformenandwomen;(2)policiesandpracticesproactivelyfocusedonovercomingoccupationalsegregationbygender;and(3)effectivemid-careerreskillingpolicies,combinedwithmanagerialpractices,whichembedsound,unbiasedhiringandpromotionpractices.
